I'd start by reading the articles here on SitePoint.com and over at www.alistapart.com

I recently wrote about my PHP development environment. That should have links to everything you need to get up and running developing large PHP apps.

don't feel like you have to code OOP to be 'proper'

If you don't need oop then don't use it. I do OOP with actionscript (flash) but I've yet to touch it with php, the only thing I could think to use it for is a database related class, but my current method works fine so I'm not too worried about changing
