DHTML Menu Stored from a database?

Would a DHTML Drop down menu (Like http://www.170systems.com/) be able to load fast enough, from a database?

I also have a CMS that ‘simple’ users can currently easily change menu items that are stored on a database…

In order to use one of these menus would you recommend that the menu items be moved to an include file?

    Thanks for your thoughts…

ALSO IF SO: Is it possible to design something that edits .inc files and/or .txt files in a similar way to items stored in a database? Or would it just be fine from a database…?

I believe these people do a product that lets you edit files on a server as you would through a CMS but without the need for a db.

Yes they do but that costs $149, I am just looking for a bit of code that i can save HTML pages with. ASP/PHP doesn't matter, but i just want to store html pages and save them ...

    Is it even possible?

I am faced with a website that is very large, and there are many HTML pages, with a menu stored in a database but no main text stored in the database I could change that but for simplicity I would like to have an HTML page editor, that can be used by the simplest of personal.

just something like a wyswig editor that could save to an html page, not save to a databse any one have any clues,
