Yes, WordPress has hosting solution: MU-WordPress.

Check out Lifetype before going with WP-MU. It's much less headache (if you don't mind smarty).

1. offering both free and paid blog plans (i.e. more disck space, bandwidth, with or without advertising - adsense revenue sharing or other)?

2. Bad word filter

3. anti spam for comment system

Here is how it's done in Lifetype. I found it fairly straightforward. Assuming you're set up for wildcard domains to begin with, it should be pretty easy.
