    pop ups

If you are on a "free" server, the pop-ups may be from the host, that's why it's "free".
If not, then your site may have been hacked. This is something non-trivial and most likely can not be remedied by simply using a little javascript.
Do you know where they're coming from?

    advertiser's pop up

Well at least you can be grateful that the site hasn't been hacked. All you have to do is get rid of the offending advertiser - problem solved.
