Looking for a CMS that does the following:

I've been trying to do everything myself. Learning all the languages and working out how things are done.

I've decided that some of my projects are simply going to take too much time if I do them myself.

So I'm looking for a CMS for one of my projects that does the following:

• Membership registration
  
• Article or recipe submission
  
• a rating system for those articles
  
• the ability to style with CSS (layout if possible)
  
• a PHP solution (since that is what I understand the most)
  
• and then MySQL database support
  
• perhaps the ability to add a store down the track

Now I'd also love this to be FREE. But I'm still interested in other relatively cheap options.
This for an experiment of sorts which I can't afford to spend much money on at the moment.

The recipe script is brilliant and it has article submission. It has just been completed.
