You're going to have to use CSS for that. Also, there is some bad news as well. It will work only in Internet Explorer, Opera and Konqueror.
And since Microsoft came up with it, what better than a link to their page on the subject?

yup, scroll bars will only get coloured in IE and iframes are the devils work
also your background image seems to be repeating 15 times horizontally, you might want to add no-repeat; to your CSS. If you must use inline CSS change it to:
Code:<body style="background: url(layout_x_v5.PNG) no-repeat;">
Welcome to the forums and I wish I had started coding when I was 12!

Pretty good page for a 12-year olds first one. You have potential. You are missing some basic html skills. Google for what a doctype is. Go to the W3.org web site and look at the standards.

Not bad for a 12 year old. And like Spike says, I wish I'd started when I was 12 too!
I'd suggest doing the w3schools.com CSS tutorial as those above rightly suggest you to get into that.

You may also want to go to your local library and pick up a copy of HTML, XHTML and CSS Visual Quickstart Guide, 6th Edition by Elizabeth Castro and Designing with Web Standards, 2nd Edition by Jeffery Zeldman as well.
