Yes they are iframes, doh, check the source code to see how they are laid out, other wise you can get a similare thing in DHTML at the sites listed below.
Nope, I believe that its a DHTML scrolling window.

It's an iFrame, nested within a table with a cellpadding of 2, and color scrollbar coding within the actual iFrame document.

Yeah, I've got one working now. I ended up using a Webmonkey tute.
