How much do you have to change a page before the brower reloads it

I use a pretty primative blogging technique - I just write all my new posts in my index.html and then upload the new index. After I do this, when immediately revisit my site, sometimes the new post doesn't show until I hit "refresh" on the browser. Is this because the browser is showing a cached page? How do I make sure the updates are always shown to my visitors?

That depends on what cache control headers your web server is sending in the HTTP response. It also depends on whether or not there are any caching proxy servers between your server and your users.

This caching tutorial explains the concepts quite well.
