I notice that the border doesnt reload when you choose a link or go to different page

Nice design
YES - it is using frames. More than 2 in fact. If you click on View >Source you will be able to see the HTML of the framset (the page that calls all the different documents into the frames).

You can also tell because the scroll bars do not extend to the full length of the browser.
But, yeah, check the source if you're not sure.

Yet another way to tell is to, in IE, go to print and see if it asks you if you want to print the frames (and gives you options).

well when i try to view the source
(depending on where i click on the screen) it shows me the code for only the frame im over.

and as for the thing about it not going to the edge of the browser. Is that because your resolution is higher than 800x600? because on my screen it is at the browser edge.
And would that be the downfall to frames?
