Won a contest but didn't get paid

I don't know if this is the right place to post it, so please move it if it isn't

More than 2 months ago I won a contest here at sitepoint (this one: http://www.sitepoint.com/forums/showthread.php?t=397768).
I have won a contest from the same contestholder before and he paid me, plus I did some extra work wich he also paid me for.

Now I've won the other contest and did some extra design work for him, which was more than 2 months ago and he still haven't send the money.

The problem to me is that he is actually using the design I won the contest with, without having paid for it! See http://www.uniquephones.com/

He only responded one time to my mail and said he was very busy and having problems with his paypal account, but he would pay me the following week. I got that mail more than a month ago...
Now he isn't responding to my mails or msn messages.

What would be my next step be to solve this?

Do you have the person's phone number? If so, i would try a phone call. I have sent them a message inquiring about it, but that is all I can do. SP stays out of disputes between any members that happen off the boards. We will do what we can to help, but we can't give you any legal advise.

Sorry for the hassle and hopefully it will turn out okay.

A very pertinent question - never send completed work from contests until you have the money in your hand.

I understand you can't do much more ses5909, thnx though.

And yeah I've send the file to him before I got paid, I already got paid by that guy twice so I thought I could trust him.
I guess at least I learned my lesson for next time now

Would it be against SP rules to make a notation in one's signature stating something like: Contest Holder John Smith (or whatever his username is) has not paid me for the design he is using. And include the url's to the contest and his site.

The contestholder responded to my last mail, and he says he's going to make a banktransfer this week.
Will post it here when I received the payment.
