Another problem for templating is that if a user recognizes a site layout over and over again it can belittle the content before they even look at the site... Unique layouts are nice b/c it makes the site look more professional... And it doesn't have to be completely unique... Little changes here and there can make a world of difference...
Other than that gnarly had some good recomendations.. Basically just check the template code before you use it all over to make sure it wasn't coded by an 6th grader.
I use DW templates on all of my static sites, it makes updating and making sitewide changes a breeze. I have never had a problem as far as SEO go's.
If you have a static site with say 1000 pages and you dont have a template in place your going to have a heck of a time updating the site if you want to say ad a link site wide to a navigation.
I dont think it really matters what type of site you are building, if it has any size to it, some sort of template system is a must!
