    Question Best Way to Code Navigation Bar

    I'm looking for a little input on the best way to code a dynamic navigation bar. The client would like to retain the mouse over effects of the current design. Right now the items are outlined in orange and make a clicking noise when you move your mouse over them. I know the noise is annoying, I'm sorry to say though I can't talk them out of it.

    The addition to this navigation bar will be when you mouse-over an item, it will show a horizontal sub-menu one line lower than the existing nav bar. This sub menu though would look very similar to a marquee. The difference is that once the entire menu is displayed, it will stop - where a marquee would simply loop.

    I'm not sure how to explain this any different. The current menu is built with CSS and I like the vertisility of that. Any suggestions?
