Alternate text of empty <a> element?

Hi,

I am currently building a new site at http://vosu.rofl.at

I never used empty <a> tags before but this time I saw no other possibility because of the hover effect of the main navigation (Take a look at the four notes).

But now, when images or CSS are turned off no main nagivation is visible anymore. Is there a XHTML 1.0 Strict valid solution for my problem?

Have you tried <a href="#"><img src="".....></a>
