what is the difference between Rico , script.aculo.us and Ruby on Rails and which one is better ?

Rico and scriptaculous are javascript libraries, they allow for client side functionality.
Ruby on Rails is a server side framework/architecture. As far as I know Ruby on Rails contains helpers for using scriptaculous.
I've never used Rico, but some of the scriptaculous stuff is pretty to look at.
