CuteFTP is indisputably one of the best FTP programs out there. However, to chmod directories, I would recommend that you simply use Telnet (if your web host provides the extensions).

    Start > Run > "telnet"

In WS-FTP, if you select and right-click on a file name or directory you can chmod files. I use the full version especially the FTP Explorer because I can access it directly from Windows Explorer.

    Try a hand at Leechftp.

WS_ftp is great, but not free. ;(

You will find a wide array of ftp tools on Tucows.com

I love AceFTP...it looks like Windows and obviously the developers know how to code. http://www.visic.com/ I believe.
