There's the Rails mailing list:

And you can find the core of the Ruby community, including Matz (the language creator) and many Ruby and Rails gurus at ruby-lang:

If you are used to bulletin boards (i.e. forums) then using a mailing list may feel strange at first, but you'll get used to it.

If anything it is too busy! It is good for posting a problem you want a quick solutions for, but not very good if you are looking to have a long conversation about something. I think this forum is better for that.
