    Question Log in accounts

How would one go about making log in accounts to the point where the accounts could then interact with each other.

    for example....
then user logs in and wants to send a message (within the web site) to another user.
also one user would be able to interact with another on a daily basis. how would one work with timing (so things could only be done once perday).
    Thanks

if there are any questions about what i am trying to get across let me know.

for example , between acounts, people would only be able to send one message per day, or carry out a specific function only once a day.

You can use any web programming language, make a script that creates the user accounts, handles logins/logouts, the sending of messages and retrieving, via a database, and have the database keep track of the last time the user did something. (just store the date of the last action, and if the next time they want to do anything is the same date, then don't allow them to do it.)
