How to pass a return URI within a URI

How can I pass a return URI string as the value in a destination URI?

For instance, something like the following:
    Code:
    http://www.mywebsite.com/index.php?parm1=a&parm2=b&return_to=index.php?parm1=f&parm2=g
In this case what seems to happen is that as soon as the second ? is encountered in the string passed in return_to, it is treated as the uri and so the parm1=a&parm2=b are replaced with parm1=f&parm2=g.

How can I package up the uri string value in return_to so it doesn't get interpreted?

    TIA,
    Nick Weavers
