If you feel you must use target="_blank" in your links, you would be best served using a Transitional DOCTYPE. Even if it's the ONLY depreciated element/attribute (in this case an attribute), your code will STILL validate.
If you insist on using a Strict DOCTYPE, you'll have to resort to JavaScript.
