How Do I Code An Opt-In Newsletter Function?

I am looking to have an opt-in newsletter service on the home page of my new website (written in straight html/css), where users will be able to enter their email address and receive newsletters.

Can anybody advise as to exactly how I do this, or point me towards a decent reference for doing it?

Search for 'newsletter script' on http://www.hotscripts.com. There are a whole lot of free options. All will give you the html to put on your pages.
