win xp shut down

I have just install win xp, I have two questions and hope someone can help me..
1.How to shut down the power of my pc as when I click close win xp, I found my pc power will nevet turn off and the mon screet just show up a messgae that the data is still updating before cosing xp
2.How to activated my cookie
