What forum to use question

I have a client with a website that has about a thousand schools that could potentially sign up. If they do they need to have their own forum for their school with any categories they want.

What php forum script allows for controlling seperate forums all within the same script?

Vbulletin rocks for this!
The best example for this is the Ultimate Metal Forums: http://www.ultimatemetal.com/forum/index.php

they have subforums for bands, festivals, labels...
browse there and you will see that you can even have different skins for each forum etc...

not really ideal for what he's trying to achieve IMO
Moreover if this gonna be a big community, why not spend few bucks? vB is really worth the money
