how do you achieve this background effect?

    on this site; http://www.stepsdancestudio.com/

there are two different effects on the background. First it has the diagonal stripes before having a solid blue background. how would I achieve something like this? I was looking at the CSS code but it was hard for me to make heads or tails of it.

The striped section is a background-image that is only tiled horizontally - add that to a default background color and you've got your effect.
