I'm sorta going through the same dilemma now with a company whose stubborn response is "wellll, we're not on the internet...", so you have to tell them:
1. they could be losing revenue because their competitors are online.
2. the internet is a rapidly-expanding market, better that they cash in on it now than later.
3. They can get their company name/slogan noticed (through a domain name).
And bricks? Perhaps you could search other brick-dealing sites online and see what kinds of reasons they might give to having a site online. (Then give these reasons to your clients)
Priest if your dealing with a construction company you want to go the informational route. gear their site towards providing information about the company, their projects, etc... kind of like an online brochure of advertisement.

You could also offer a place where the user could place a request for a bid on a new project. This can then get emailed directly to the project manager so that a bid can be drawn up if interested.
Do some market research and look at a few other construction company websites. When I did a quick search on Lycos there wasn't one company in the top ten. Just companies that provide employment services to the construction industry. They won't be able to base their business completely off the website but they will be able to profit from it a little.
If you want to go a step further you can go with an internet/intranet setup where current projects can be tracked by both the employees of the company and other involved parties like architects, inspectors, investors and subcontractors. This will give them an added service that improves their customer service quality for low cost and good return on the investment. The intranet could also be used to submit change orders and other correspondance that transfers back and forth on a job.
If they are using Microsoft Project to manage their time then this wouldn't be hard to set up since Project uses the JET database engine same as Access and Visual Basic. Project is also scriptable via VBA and OLEDB so things could be changed and added.

I'm going the informative route, since the internet is very much in infancy in my country (the top local site only gets about 1,1 million hits a month), though its improved a lot!
I don't encourage e-com or online business unless they can really benefit from it, yet!
