You're probably better off trying a free one ... some are www.cgiforme.com www.thecounter.com or look under the control panel of your host. Most nowadays offer one.
If however you want to write one, you'll need to let us know what language you are using and the capabilities of the server.

just use a free one. Believe me it is ten times 'arder trying to write in one of the most complicated languages.
