This topic will probably get moved, but I'll answer for now. Here are the major building blocks you need in order to host your own site:
1. A domain name (www.sitepoint.com)
2. DNS server. This service is usually provided by the company you buy your domain name from. If not, you can use 3rd party DNS service like www.zoneedit.com. You enter the names of your 2 DNS servers into the contact information when you register your domain. A DNS server translates your domain name into an IP.
3. A web server. Most common web servers are Apache and Microsoft Internet Information Server (IIS). A web server is a program running on a computer that is set up to serve web pages when a request comes in.
In short, follow these steps:
1. buy a domain name
2. if the registrar does dns, enter the IP of your web server. If not, use 3rd party and get nameservers from them. Put these nameservers in your contact record for the domain name.
3. Install and configure a web server.

You forgot the most important thing:
A connection that is always on, and one that is not liable to crash easily.

DNS varies depending on if you are using a Linux server or a Windows based server.
Technically, you can host yourself on your own home PC over a 56k modem if you really wanted to. I wouldn't visit your site because I'd be trying to get to it through a 56k and what if it disconnects or you go to bed? The site isn't ready anymore...and you can't leave the connection up forever. Most ISPs have rules about connection length on a dialup.

The whois information for your domain name lists your DNS servers. They usually look something like ns1.domain.com and ns2.domain.com. These servers are called by many names (DNS servers, nameservers, hosts...) but they serve one function. They translate your domain name into an IP. Zoneedit has a DNS tutorial here: http://www.zoneedit.com/doc/dns-basics.html
