what kind of db are looking to manage? This is a rather loaded question. DB admin or management is a tough thing.
There are many ways to go, a lot are what you come up with and mix it with some standard things. Expand your question some more and maybe we can give some pointers and some good references for you to read.

First you need to decide on your platform, then you decide what database to use.
NT/Unix
ASP/PHP
SQLServer/Oracle/MySQL, etc.

do you have MS Access at your disposition?
if not, then it would be a good idea to start with mysql
if you're running a windows box then you can easily get this installed and running. go to mysql.com and download the .exe file, install and buy a book.
MYSQL by New Riders is good.

phpmyadmin is a web based interface between you and the database. it replaced the old dos based command prompt style thing.
It is great -- plus it shows you the commands that you have told it to execute which is helpful for learning the mysql commands. I used to all my database design in dos prompt but now can't live without phpmyadmin.
as for database management -- if you're perhaps talking about database design, or more specifically good/efficient database design then that is something a little more complex.
I recommend getting PHP and basic MySQL licked with a basic understanding, then start worrying about normalisation and related topics ... g'luck![]()
