Determining the font size of a tag based on popularity?

Anyone knows how flickr implement this?

i would imagine they have a click and a search column in their database and each time a link is clicked, or a search for a location is entered then +1 is added to that row, then an if statement to see how many clicks it has had or how many times searched to define the font size
