Time by time they have free tests. But I am not sure about using it for testing jobseekers..
It's best system for self testing and sertificating.

UPD: here is part for Pre-Employment Assessment Test

    Don't test him on php

    Better check his

    1) attitude
    2) drive
    3) motivation
    4) willing to learn
    5) Self disciplene

If any one has any 2 of the above qualities with PROBLEM SOLVING Skills can do any type of programming, Not just PHP..

for php specific skills: ask him to explain what his project and how he accomplished it with php. Ask web basics..

I stongly advise don't ask: what is nl2br(), what is the max time for php script.to execute .blah..blah...

    Its my idea..

    Thanks,
    sharma

I agree. Its no use asking such things. Sometimes people who can answer all of such question are the bookworms and have no creativity required for web projects.

Anyways, Ask them to show you the projects they have earlier worked on. YOu may want to hire a experienced programmer.

BTW I am free too. Seriously.

Dont try to give him a test. Instead, try to find out if it was him who did the projects.

My suggestion is that you browse the sites he shows, and get it know it inside out. I mean find out what the site is about, its features, services, that kind of stuffs.
Then ask him about such things as how he did implemented one feature, how much time was required to complete a certain task ,... things like that.

If you find out that this man did those site, then he can do yours too. so you dont exactly have to ask him if he knows how to start a session in PHP and stuffs like that.

BTW its my humble opinion only.
