After some experimenting I now have the cogs image showing within IE, I had to put a overflow:hidden; on the wrapper div too sort out Firefox.
But everytime I put overflow:hidden; on any div the content never displays within netscape 6.2.
Would someone mind taking a look at the link I have given in netscape and opera and give me some insight in to why they are not displaying as they should (ie Fireofx and IE)
I wouldn't do it the way you've done it. Don't put the cogs image as the background of the wrapper. Put the wavy lines part behind the cogs as the background image of your right column and then make the cogs image a transparent background .gif or .png and then place the image in your HTML and position it absolutely where you want it giving it a z-index to place it above the other elements.
