Best speech browers around are the IBM HomePage Reader which you can download a thirty day trial for

A lot of blind users are still using the SpeechWorks Browser because it is so good so I recommend it if you can get a copy.

do these accept VOICE COMMANDS?

Some do, with HomePage Reader for example you can do voice recognition in conjunction with IBM ViaVoice. Unfortunately most browsers are voice output only.

If you can use VB 6 it wouldn't be to hard to develop a talking and interactive browser using MS Agent technology.

Since MS Agent technology handles all of the text to speach and speach recognition jiggery pokery + character animation and all you need to know is the agent API.
