Sales representative gets percent off and free shipping

I know alot of shopping carts will allow custom groups or whatever they call them, and allow certain discounts to them.
I am looking for a shopping cart that will allow sales reps to log in, and get a percent off and free shipping. Here is the catch any of those that do will autofill the name, address, etc for that account. But the sales reps that purchase sometimes wants to put in the customers name and address. So it can be mailed directly to them.
