    Payment Providers

Does anyone know of any reputable payment providers who do not charge a set-up or monthly fee?

No reputable payment processors have no monthly OR setup costs. Well, PayPal maybe but even they are a third party processor.

Real merchant accounts cost money. It's not a lot, though, so I always wonder why people are so reluctant to pay $25/month. If you expect almost any sales at all, it should cover those fees. If not, get a PayPal account.

    Perhaps I should've explained a little more.

I am developing a system which allows small businesses to quickly, easily and cost-effectively create their own online shop, and as a feature, integrate a payment processing facility into it.

Obviously each customer would need to sign-up for their own account, but was hoping to find something that wasn't going to cost them any more than their monthly fee with my system.

    Thanks for your advice.

Why not just give them more than one option? Let them use PayPal if they need a free processor, and offer integration with a true gateway (Authorize.net, Verisign) for those who need something more.
