PayPal does allow accounts in Hungary; those accounts can only be used to send money and not to receive money.
However, if your signature is correct and you are only 17 years old, you are not eligible to use the PayPal service. You must be 18 or older to use the service.

The short answer is, you can't. Paypal sucks for those of us who aren't in their list of annointed countries. Luckily I used to live in one of those countries, so I got my account before I left.

Same problem here. The only solution seems to be to open a bank account in a neighbouring country which is accepted by PayPal.
