What is the right time for forum only website to submit into DMOZ ..?
I mean how many registered members or posts ...

I would say as soon as it is live and ready to go. By the time an editor actually gets around to reviewing it you'll probably have plenty of members and posts.

I dont think there are any specific guidelines on this. I would say it depends on the reviewer who interprets the guidelines given to them. They also look at the site as if it will benefit the web then they will accept. If not they wont. It all just depends
If it's an active site then I would say it has more of a chance then a site with a few thousand members but with no activity any more.

There is no set number. It's up to the discretion of the DMOZ editor.

I think that the number of posts isn't all that important. I think the board's activity is the key and I have heard this from DMOZ editors themselves. You need not submit if you have forums that haven't been posted in for several days. They want to see lively growing forums. Good luck!

It probably depends on the topic, how many forums exist for it, how many submissions the editor receives.
I'm a dmoz editor for a very general forum category, and I pretty much instant-delete anything that doesn't have 10000 posts (ballpark). That said, I have a few hundred forums still awaiting for review, and by the time I come to the last one currently in queue will probably be a few months.
