I have that google.com are able to target to any country.
this is what they say...
"We are able to successfully target ads by country for more than 99% of all searches. If you do not see your location-targeted ads, it may be because you fall into the small group of searchers whose country cannot be determined by IP address. "
Do they have a database of all networks and their country?
Is this database public? I want a copy.

This may not be a big help but I was told of graphical traceroute programs that draw a colored line across a little world map. They must use an ip to location mapping, too.

I have never really looked deep into this, But I remember somone else posting this on another forum and somone said that you have to license the database, But that does not mean there will nto be free one's around.
