Seeking affordable & high quality Ecommerce program sourcecode

Hi All,
Can ppl recommend which Ecommerce sourcecode is the best and affordable? I need to setup an ecommerce website. I don't want to write the code myself because, I don't know how... I rather just buy it from companies or code designer... I wish to own the code instead of paying monthly fees.

My requirement
1) shopping carts
2) photo upload (mini and zoom in)
3) news
4) credit card paypal
5) auto email

Can someone recommend me where to purchase the package?

Can you explain what you mean by requirement #1? What eCommerce application does not have a shopping cart? I thought that is a core part of eCommerce. Or do you mean allows users to save more than one cart?

Also, what is your budget? It is really hard to suggest anything otherwise as solutions range from free to $100K+
