Yep I would make sure your lynx is functioning properly as I just ran it from here and got "Success" each time I ran it. I am sure your host can answer as to why lynx is not working.

I have no problem running it at the prompt
lynx http://216.198.204.36/cronrd.php

I only get error message when I run it in cron.

I got it work by using:
TERM=xterm; export TERM; /usr/bin/lynx -source "http://path.to/script.php"
