Send attachment and credit card - securely

Does anyone know of a script that will let someone send an attachment (like a Word doc) along with their credit card information securely?

We're a lit magazine and we've decided to start taking online submissions in cases where postage would be too much but charge a small handling and printing fee. We'd like to have some interface on our site for doing so, but I haven't seen anything that fits the bill.

I suppose we could just instruct authors to send an encrypted email but most of our audience isn't quite up to the task of using encryption with their email clients.

email is unsecure. Your only solution would be to use SSL and make a website form for this. Or tell everyone to install and use PGP.
