    The Development/Test/Production DBs

Okay, I understand the differences between the development, test, and production environments but what is the difference with the databases you put in databases.yml?

I switched my project to production for the heck and it still used the development DB (i checked database.yml it was correct and shouldnt use it).

    What are they for?

Did you restart the web server after you made that change to production?

The difference is each database is to coorespond with that production environment, if you changed over to production. Did you change over by throwing the -e production to WeBBrick server? It should work with no problems.
