How do you change the colour of the scrollbar?

Can someone tell me how to change the colour of the scrollbar? I saw this on an other site, and wondered how they did it, and now I see it here again. I am sure that here are some people to explain it to me.

Here's a good site. It shows an enlargement of the scrollbar and has each section of color named. You'll get what I mean when you see it.
