"Connection Refused" ?! - (not security problem on my end)

Can anyone see this URL? - adm-web2.monroe.k12.fl.us
I get "connection refused" I am being told that others can see it. I don't think it's a security software problem. I tried turning off Norton Internet Security. It should be the same as
http://169.139.56.167/
They say they are setting up a new server for their site.

I can see it fine but there is a script error that pops up.

Do you think that would cause the problem? Sometimes, it says, "Operation timed out" instead. But, I never see any errors that might indicate what the problem is.
The client might be trying to get out of paying me by saying, "it doesn't work." They have put the content I designed on a temporary server that they will eventually rename to their main domain. If you do a NSlookup, you get "DNS server handling your query: ns.kloth.net" and "DNS server's address: 85.10.194.170#53" I don't know if this tells you anything about my problem.
Maybe this post should be moved to the "configuring your server" forum.

Anyone got any ideas?
