CSS file order
I don't remember ever seeing anything that stated this:
External or Internal- Does the order in which the css is layout
effect the load time of the site. I know most commonly I see
the body, then the links layed out. But what about the id or
Should I order it the way its layed out in the html or does this not
An actual example would be appreciated also.

It doesn't matter.
People usually put global or basic things at the top and then follow the order of the html so that it's easier to locate the style when you have to go back and look for it. If you put things in a seemingly random order, you'll get confused - especially if you have a really long style sheet. The style sheet for my personal site for example, is about 1500 lines long and if I don't have some kind of order I'll be totally lost when it comes to updating it.
