Over the weekend I set up an account at www.5dollarhost.com. For $5 a month (if you sign up for a year) and for a $29 set up, you get 10 megs of space along with a MySQL database and PHP support. If you're trying to learn PHP, this may be the way to go. They have a very useful control panel, which has phpMyAdmin set up!
I know this isn't the correct forum for this, but if people are looking to learn PHP and want a service capable of it then go for www.f2s.com which gives you everything as above (except it is 20mb), but it is free!
f2s is very unreliable though. If you just want to experiment with PHP you can easily install it on your computer using a package such as PHPTriad for Windows from www.phpgeek.com
I think it is to do with what physical server they have put you on. If you signed up reasonably late then I think you got on port 3306 which is quite reliable, whereas earlier ones weren't.
But i do know they have just added a load more servers. With any luck these will be more reliable!
