    You should have file called style.css. If you can, post it up as well because it is the style.css file that determines positioning of any elements on the page.

    Try removing this :
    Code:
    #left {
    position: relative;/*ie needs this to show float */
    float: left;
    width: 20%;
    margin-top: -18px;
    background: #f3f5fc;
    }

    But if I remove that then there is a large gap between left menu and top nav.

    Any ideas?

    Do what I said and remove the empty paragraph from the left div (at the top).

    I mean this empty paragraph :
    Code:
      <div id="left"> <!-- InstanceBeginEditable name="sidemenu" -->
    <p style="margin-bottom: 0;">&nbsp;</p>
    The one at the top of the #left div (as I said before) - the one which you didn't remove.

    Erm... yes, it is.
    Code:
    <div id="left"> <!-- InstanceBeginEditable name="sidemenu" -->
        <p style="margin-bottom: 0;">&nbsp;</p>
    <ul id="mainnav" style="margin-top: 0">
          <li><a href="naghistory.htm">NAG History</a></li>
          <li><a href="ilcsbacground.htm">ILCS Background</a></li>
          <li><a href="regionalcentres.htm">Regional CILs</a></li>

        </ul>
