In order to post your site for review you need to have posted at least 3 reviews int he Website Reviews forum within the past 30 days (they should be good sized, helpful reviews).
When you post your site for review, it will be sent to a queue where a moderator will check it (usually within 48 hours) to make sure you've met the requirements.
I think the reason the system is still telling you that you need to do three reviews is because the ones you've done are very short. As well as checking that you have three posts in that forum, the length of the posts are counted too.
This is from the guidelines:
If your reviews have obviously been unhelpful or brief then you will need to give some more helpful reviews before your site is posted.
Edit:
Bah! I hate it when somebody posts while I'm typing!!!!!![]()

Ok now I get to the posting screen, and when I click submit it gives me this message and the post does not show up.
Thank you for posting! You will now be taken to your post. If the administrator has selected to moderate all posts in this forum, you will be taken back to the forum and your post will be displayed presently. If you opted to post a poll, you will now be allowed to do so.
Thanks
Tom

All initial posts in that forum are moderated to ensure that the reviews are good enough. We advisors then need to go approve them. We're volunteers, so it sometimes takes a day or two.
(yours is now approved...)
