Background coloured layers in Netscape?

WHY won't netscape show me background colour?

Here is my code:

<div id="box">ssklajdas</div>

---------------------------------------

#box {	
	background-color:	             #99CCFF;
	layer-background-color:	#99CCFF;
}

It works fine in IE, and the W3C validators have marked both my CSS and HTML as perfect. What's wrong?

Hmmm - upon further examination, it seems to be the problem that I'm nesting layers. When the layer "box" is nested under another layer, it refuses to work, but if it is standalone, it works fine! Strange!
