dropping the bomb - advertiser/publisher relationships

sorry to drop this bomb but i believe its in the best interest of everyone. I dont think its a good idea to mention names so i ask that you dont but has anyone ever experienced a network not counting leads/clicks? How did you find out? what did you do about it? what did the network/agent do about it?
    Thanks in advance.
Links? I don't need no stinkin' links.

It happens time to time, but that is why CPM campaigns are the best. I can see it being a problem with CPC campaigns, but not CPC or CPA.

I have seen it happening with cpc companies. One time I had stats and I could verify it but didn't bother. The other, the way the ad was served (through javascript) didn't allow me to track. But I would cut my arm that an ad with that placing and at my site should get 4 times the clicks they recorded.

Most of the times, stick with big companies (agencies). They never have any interest in cheating you with leads or clicks since they also lose money.
