I owned two websites, which began about a year ago. One was shut down in November of 2004, the other is still going (which I don't really pay attention to)
According to pagerank.net, they both have a PR of 3. Don't SEs realize my sites gone, and the PR goes down?
BTW, how hard is PR3 to get? I pushed to get good ranks with my first site (the one i shut down), but I didn't really try with the other one.
PR3 can be obtained by forum signatures here at SP (or at least, it could be, before they disabled them).

PR3 is very easy to get. Getting up to a 4 is very easy. A five will take some work. 6-7 will take some work and some time (usually*) and 8+ is a long term project.
* It is possible to start off as high as a 7 or more with a very well designed site (from a navigational structure and content size point of view) or from receiving a link from a very high PR page.

So if hp.com and apple.com linked me for a computer site (and I had a SEO optimized site), i would probably end up with a 7+ PR right off the bat?
By the way, if my site has a current PR of say 5, then the next week I get say 15 PR 4 links, would my PR raise? Maybe not to 6, but I mean do they help at all, or do I need other PR 5 sites and higher?

Every incomming links adds to your PR. Lower pages won't add as much PR as higher PR pages but it all adds up.

You forgot the final few steps:
3. To ensure that they cannot remove it, make their server inaccessible from them, even though they have access to the physical server.
4. Hijack their domain so that they can't alter DNS or any other server routing.

Yeah, "or from receiving a link from a very high PR page" is the answer.
Actually aspen has launched several sites that started off with a PR of 7 so it isn't as difficult as many would believe (but still not a cake walk).

Yeah, well guess what... I'd love to see YOU do this.
Maybe 'Aspen' had some secret PR 8 or 9's link some blood into what your speaking of to get this magical and instant PR7. But I don't believe it can happen otherwise. In any case, you will NEVER be able to start with a PR7 from scratch and I don't want to hear any argument. It's all heresy, theoretical, and bs, because Google weighs a factor you just cannot fudge. They weigh the balance of your inbound-to-outbound links.
You can use something like TE and instantly score 10 zillion internal/outbound links, but if your ratio of outbound-to-inbound links is wildly off, you will stay in oblivion. There is not secret 'trick' around this.
