    Is there a tool or something that tells me when was a site's last update?

    you can check out archive.org, but it isnt remotely accurate.

    i believe the only way to find out this is for the site to actually display a timestamp on its updated content. I could be wrong

    Theoretically, you could find out by getting the last edited date off of the html file (I think that's possible, at least) but in these days of dynamic websites, that isn't always accurate.
